Leichhardt Council last considered this matter at its meeting on 7th December 2010 and resolved to defer consideration pending the receipt of additional information. 

In response, Leichhardt Council will be holding an extraordinary meeting in Leichhardt Town Hall on Monday 31 January 2011 commencing at 7.00pm.  The purpose of the meeting is to consider the report and additional information provided in relation to the Draft Callan Park Masterplan.  A copy of the officer’s report and associated documents can be viewed on Councils web page at http://www.leichhardt.nsw.gov.au/ from Tuesday 25 January 2011.

Leichhardt Council considered a report about the Draft Masterplan at its meeting on Tuesday 7th December 2010 and requested additional information before making its decision in relation to the formal exhibition of the Draft Masterplan. In summary, the information requested by the Council comprises:

1. Maps detailing building and built form demolitions, including details of the structures history, the reason for demolition and the structures current condition

2. A revised financial model that:

   - precludes market rents for Non Government Organisations
   - excludes non-core costs
   - explores governance models that manage the delivery of services through third parties

3. The percentage of the State Heritage Budget the preferred proposal represents.

4. A separate document for community consultation. This document to contain only the:

   - Final Draft Master Plan overlays
   - The alternative financial plans
   - The Business Case for the Master Plan
   - The alternative Governance Structures

Leichhardt Council will next consider this matter at an Extraordinary meeting in the Leichhardt Town Hall commencing 7.00pm Monday 31 January 2011.

More than 100 members of the community attended the launch of the draft Master Plan at Leichhardt Town Hall on Friday 8 October. Leichhardt Mayor Jamie Parker  said “The Master Plan is a once in a generation opportunity providing Sydney with a community led plan for generations to come.  Callan park is one of the largest open spaces in the centre of Sydney, located in the fourth most intensely developed local government area in Australia. It’s important we get it right.”  The Mayor invited everyone to respond to the draft Master Plan online or in person at one of two drop in events: Sydney College of the Arts on Saturday 9, Sunday 10 and Monday 11 October or Balmain Town Hall on Saturday 16 & Sunday 17 October.

This week also sees the launch of an online Expression of Interest for community groups or organisations wanting to offer community, health or education services at Callan Park in accordance with the Callan Park (Special Provisions) Act 2002.  This non-binding Expression of Interest will allow individuals, groups and organisations to express an interest in up to 3 buildings at Callan Park.  The Expression of Interest calls for details about proposed services and investigates organisational structure and financial capacity.  This information will assist Leichhardt Council determine how quickly it may be able to realise the Master Plan vision for Callan Park.  For more information click here.

The Friends of Callan Park have worked with Sydney College of the Arts to develop 'Faces in the Park', a one day outdoor poster exhibition telling stories of  attachment to Callan Park.  Contributors include former patients, parents, staff, dog walkiers, chook owners and local children who express in the simplest terms their delight in the freedom and magic of the site.

Part of History Week 2010, the free outdoor exhibition will stretch across the landscape from the main gates of Callan Park to Broughton Hall on Sunday 12 September.    Guided walking tours depart the Writers Centre between 11am and 2pm and a circulating bus tour will operate between 11am and 3pm.  Enquiries call Carole Allen   9560 9263

Workshop 6 on Saturday 28 August created an opportunity to form natural 'communities of interest' to discuss the sub-principles of the Master Plan and demonstrate how particular interests could contribute to a driving vision of Callan Park as a 'wellness sanctuary'.  More than 60 participants self-selected an interest, making for lively table presentations about Bushcare, Sustainability, Heritage, Arts & Culture, Dogs, Community Gardening, Transport, City Farm, Disability and Services for Older People, and Open Space & Walking.

The workshop was a vivid demonstration of the synergies that can be created through the Master Plan.  Within every large community there are many smaller 'communities of interest' with individuals goals and needs.  The format of this workshop enabled participants to explain and to understand where these goals and needs interlock.  There is strong support for a Master Plan that can deliver the many dimensions of mental and physical wellness envisaged by the Callan Park (Special Provisions) Act 2002.

The Mental Health Workshop on Wednesday 25 August was a significant milestone for the Callan Park Master Plan. 43 attendees (including representatives of key mental health consumer organisations) heard Professor Vaughan Carr report how he had incorporated community submissions into a potential suite of mental health services for Callan Park.

The five areas of focus for mental health services on Callan Park are: 
- Health & Lifestyle
- Vocation & Social
- Residential
- Information & Support
- Education, Training & Research

The workshop endorsed the Master Plans team's proposal to develop a new Project Principle for Mental Health based on the 3 recurring themes of the table discussions: Wellness, Community and Recovery. Of the 7 tables, 6 were in broad agreement and support of the five areas of focus. The role of consumers, carers and mental health practitioners in managing the delivery of mental health services was a strong focus for the night’s discussions. There was also considerable debate about role and scope of research, and about the extent and style of any residential care 'beds' at Callan Park. But for the first time, the community has endorsed a guiding framework within which these debates can occur. Callan Park, with a focus on Wellness, Community and Recovery, could become a new world-leading model of mental health care.

More than 50 people participated in the second Callan Park Community Workshop on Saturday 24 July. The morning session opened with a discussion on the Callan Park Act (Special Provisions) 2002. After lunch, workshop attendees focused on table based group work around the Draft Project Principles based on Stage 1 feedback and the Callan Park Act (Special Provisions) 2002. Saturday's workshop began with a detailed discussion of the Callan Park (Special Provisions) Act 2002. This unique piece of legislation describes what can and can't be done at Callan Park. The draft Project Principles which will guide the Master Plan team in their work are based on the five objectives of the Callan Park (Special Provisions) Act 2002.  More than 50 workshop participants worked in small discussion groups to provide consensus feedback to the draft Project Principles. Workshop worksheets will be published on the website soon.

The Callan Park 'your plan' website (www.CallanParkyourplan.com.au) has been open for less than two weeks and already more than 1,000 people have visited the site, close to 500 people have registered, and there are more than 270 unique comments supported by 1,500 thumbs up from other users. The contributions range from suggestions for a contemplative labyrinth to requests for sporting facilities to support for a variety of mental health services at Callan Park.

The team is looking for more inspirational input from the community. The Stage One Collaborative Map for you to have your say on has been extended by two weeks until Friday 23 July. We will also be accepting written submissions (email: ilona@callanparkyourplan.com.au) until Tuesday 3 August.

You'll begin to see some changes on the site from Wednesday 14 July onwards, beginning with a feature that translates the content into over fifty languages. Next we plan to install a clickable map that will allow organisations to indicate an interest in particular vacant buildings. Indicating an interest won't guarantee access to that building, but will give the team and Leichhardt Council a good indication of how to prepare a framework for assessing this interest in the future. And we'll be making some changes to the home page to allow you to see the number of comments in each topic area.

Keep those contributions coming. Let's make the 2010 Master Plan the definitive plan to protect, preserve and promote historic Callan Park.

Unlike past planning for Callan Park, this Master Plan process will be completely transparent. The community will see its own input documented on this website, and will see how the project team responds to that input.

By the time the process is complete, we will have a Master Plan for the community. Whatever the future political makeup of a State Government, that government will see the fully documented strength of community planning.

More than 90 people participated in the first Callan Park Community Workshop on Saturday 26 June. There was spirited discussion over the 13 introductory themes identified by Leichhardt Council, with a focus on opportunities to be explored and community expectations of the Master Plan. The working sheets used at the workshop will be scanned and uploaded to the website as soon as possible.

Council recently unanimously resolved to engage McGregor Coxall and their team of specialists to immediately start the complex process of developing a Master Plan for the Callan Park site. This Master Plan will protect, preserve and promote the historic Callan Park site. Issues such as the Callan Park Act, heritage, social values, landscape, maintenance, financial management, design and uses will all be addressed as part of a detailed community consultation process.

McGregor Coxall have worked on several innovative schemes such as Green Square and Ballast Point Park. I am delighted that Council can now start this long awaited Master Planning process for this important site. This represents a historic step for the long term future of Callan Park and our community.

McGregor Coxall addressed all of these project requirements as well as adding innovative community consultation mechanisms such as on site drop in sessions and a dedicated Callan Park website to engage all of our community on line as well as via traditional workshops and meetings.

The expected cost of the master plan process is around $400,000 which will include a series of community workshops, key stakeholder meetings, briefings for State and Federal Members as well as local councils and a number of public ‘drop in’ events to develop a draft Master Plan by December this year.

In taking on this landmark planning, Leichhardt Council has again requested the State Government to acknowledge its obligations for the Callan Park site as a whole by reimbursing half of the actual Master Planning costs. The site is still owned by the government and managed by the Sydney Harbour Foreshore Authority.

Starting with a clean sheet, Leichhardt Council and the community intend building a plan for the future of Callan Park which we will take back to the State Government in order to gain their financial support. I look forward to meeting with the Planning Minster in the near future to continue our negotiations. I also encourage you to participate in the Master Planning process.

Leichhardt Council has commenced the Master Planning for Callan Park appointing well established urban designers and landscape architects, McGregor Coxall to develop a Master Plan for the entire Callan Park site.

A dedicated Callan Park website www.callanparkyourplan.com.au will be live from Monday 28th June with on line feedback and an interactive map for you to make comments.

The 1st of the Community Workshops to start the process will be held in the Balmain Town Hall, 370 Darling St, Balmain on: SATURDAY 26 JUNE 2010 from 10.30am – 4.30pm
